Description

With Candlepin 4.2+, SCA status isn't coupled to manifests anymore. So we should show the non-SCA deprecation banners regardless of if a manifest is imported.

Current logic relies on the manifest: https://github.com/Katello/katello/commit/ad0cc6f8edfb77765644c93829bd5a1e7d401071
