Add warning in UI that space reclamation won't work on deleted repositories

Description

Space reclamation needs to be sent a list of repos to clean. If a user deletes their repositories, they cannot be cleaned via space reclamation. This is a bit confusing of a concept, so we should add a warning in the UI.

While we're at it, we can also change space reclamation to use '*' instead of grabbing all of the repos from Pulp ourselves.

Orphan cleanup is responsible for cleaning content that was in deleted repositories. We can mention that orphan cleanup should be run if you need to clean content from deleted repos.
