Tracker #36266: RFE - While publishing content view it should notify user if no new updates available for the CV
Calculate needs_publish for composite content views based on component CV needs_publish
Description
Every time a component CV is added/removed/updated, an audit record is created. Factor that in for needs_publish? calculation for composite CV calculations.
Also look at latest version component versions vs the current component CV versions. For all component CVs with latest_version checked for CCV, we need a publish.
