Description

Update UI to reflect needs_publish disabled flag for CVs with audits cleaned up.

This would happen when API returns nil for needs_publish meaning we couldn't make a determination whether a publish is needed. On the UI we could display disabled needs_publish icon with text that tells user that audits were cleaned up and we can't determine if publish is needed. This will also be valid for old records.
