Description

The CV publish task creates a new version early on in the orchestration. There are task failures that can pause the task and when skipped will leave a version with incomplete content associated. There's probably no easy way to identify if the version published with a failed task contains accurate contents. I think we should have a blanket rule around versions returning true for needs_publish if the latest version was published with a failed task.
