Description

Currently gems defined in the Gemspec1 are not getting installed / updated on windows.

I worked around it by adding a new file in bundler.d:

gem 'rack', '>= 1.3'
gem 'sd_notify', '~> 0.1'
gem 'sinatra', '~> 2.0'
gem 'webrick', '~> 1.0'

Should we add these to windows.rb?
