Checking authorized_for(hash_for_new_job_invocation_path) doesn't work since the rex wizard was made default

The route now resolves to react#index instead of job_invocation#new and the permission checks comes out negative. This is present in different places - "Run job" button on job invocation index, "Rerun" and "Rerun failed" buttons on job invocation details, rerun button on template invocation details
