Description

We should store all env_ids for a smart proxy when a complete sync runs. This could help us in identifying when an env has never been synced. Another input param we can have is a complete flag and this way we can check just the last complete sync task instead of going through all tasks and figuring out which task to look at based on input. If the latest complete sync doesn't contain an env, that env can be marked as never synced.
