Description of problem:
During an audit, errata updated dates from the WebUI reflected a different date than those shown on the errata page causing great confusion and unnecessary delays during an audit.

satellite-6.13

How reproducible:
Every time

Steps to Reproduce:
1. View the "issued on" and "updated on" for any errata on the errata page. Example https://access.redhat.com/errata/RHSA-2023:5244
2. View the "Issued on" and "updated on" values for an errata on Satellite's errata page
3.

Actual results:
The Satellite webpage will reflect a date and time from the errata's issued/updated date from with the browser's local timezone or the user's timezone calculated into it.

Example:
https://access.redhat.com/errata/RHSA-2023:5244
- shows updated on 2023-09-19
This same errata on my satellite WebUI with the timezone of EDT (UTC-4):
- shows updated on: Sep 18, 08:00 PM

Expected results:
Locations on the Satellite WebUI like:
- Errata page
- Content view version errata page
- Content Host Errata published date
Should reflect the same date from this page which is the same date from the repodata and not calculate the browser timezone or user's timezone setting into it.
