Building a VM on Azure and registering the host back to Katello creates a duplicate host entry
Description
When using Katello and the AzureRM plugin, we build the host correctly on Azure but the fqdn is ignored and we create an entry of hostname+domain set in Foreman. This creates a host in Azure with hostname but when you ssh into the VM and run hostname -f we get the fqdn that Azure applies internal to the VM with WALinuxAgent.
What happens next is we register back to Katello with subscription-manager but use the param --name full-fqdn so the VM registers back to Katello and we have 1 host entry of the VM we made and a 2nd entry with the name that WALinuxAgent created, this causes an issue because now Katello/Foreman can't manage the host updates because the incorrect host has the content updates, any updates to the provisioning side of things will update the first entry.
