Replace "apt-key" on Debian/Ubuntu in "global_registration.erb"

Description
Debian and Ubuntu have deprecated using "apt-key" to add GPG public keys to verify "Release.gpg" files. Therefore, we have to switch to something like "curl GPG.key | gpg import".
