Managing a Hosts Repository Sets does not behave as expected

Description

Steps to Reproduce:
1. Open a registered Host, Navigate to Content -> Repository Sets
2. Click "Limit to environment" to limit the Repo selection to what is part of the Hosts Content View
3. Click the "Select All" check box, it will indicate correct number of repos
4. Set the repositories to "Override to enabled"
5. After the action completes, click "Show all", instead of only the Repos from the environment ALL repos from ALL environments have been enabled!
