Rewrite 'React Tests' GH action
Description
The 'React Tests' Github action in Katello doesn't work well. It checks out Foreman develop branch even on Katello stable branches, and also it can't be used with a different Foreman version or PR. It should be rewritten to gain these features and be more in line with how Foreman's GH actions are written.
