We need to remove the postgresql-evr extension and move the necessary logic to katello repo. That PR is here: https://github.com/Katello/katello/pull/11087

Once that is in, there's no need to install the extension on new setups. For existing systems we'll keep the package around for a release and remove it in the next release.
