Description of problem:

Unable to add subscription to the empty manifest on Satellite using the main button shown on the Content > Subscription page after importing a manifest with no subscription.

Is this issue a regression from an earlier version:

yes, it's working on 6.15.4

Steps to Reproduce:

1. Go to https://console.redhat.com/subscriptions/manifests

2. Create, export and then download manifest

3. Import manifest

4. A new button "Add Subscriptions" will be shown after importing manifest. Click on it.

Actual behavior:

An empty page is displayed
Expected behavior:

A page to add subscriptions should be shown

The other smaller "Add Subscriptions" button works as expected.
