Relates to https://projects.theforeman.org/issues/37717

Since the postgres 12 to 13 upgrade sets the permissions to the admin user, and we don't manage remote DBs, we should at least fail out if the migration that removes the extension is bound to fail. We can also tell the user the command to fix the permissions.
