If you have a CV that needs publish, i.e, changes are identified in the CV, you'll still see a "No available repository or filter updates" message on the publish wizard when it is opened from CV index table page via the row action dropdown menu > Publish. This message rightly doesn't appear when you click into the CV and hit Publish new version button on the details page.
