You can only ever run optimized sync on ansible collection repo. Fix the ansible collections code on lines of this PR: https://github.com/Katello/katello/pull/11168 based on comment https://github.com/Katello/katello/pull/11168#issuecomment-2422618191 to allow complete sync on ansible repos on capsule.
