Hammer should provide the option to add an environment after Library to an existing path

On the UI/API you can create a new environment in an environment path and add it as a successor to Library environment.
API supports a parameter called path_id which is not documented in the API docs which leads to hammer not recognizing that param.
Adding the desc to API documentation should allow hammer to pass the param and allow adding an environment after Library to an existing path.
