Reassigning host content views when removing Content view version/environment in multi-CV hosts

Description
When removing a version/environment from a CV, the reassignment of host should handle the reassignment as follows:
1. If single-CV host: Reassign to new CVE
2. If multi-CV host, remove the CVE from host's CVE list.
PS: We are not adding the new CVE to host CVE list cause the addition needs to provide a priority and that is handled in hammer for now.
