Unable to provision on VMware 6.5 from Foreman 3.13.0

Description

I am trying to build a brand new instance of foreman, that uses an existing (old) VMWare cluster for compute resource. I am not able to provision, or even view, resources in the cluster

When I try to view an existing VM or provision a new VM I get the error "Oops, we're sorry but something went wrong InvalidProperty" and am given the option to get a debug output (attached). That expands on the error a little bit to add "error (RbVmomi::Fault): InvalidProperty" as the source of the error (but no clue what the property in question is)

Foreman version: 3.13.0
Operating System: Rocky 9.5
VMWare API version: 6.5

Is the cluster just too old for the newer version of foreman? I am not in a position to replace it
