OpenSCAP reports cannot be found when requested from smart proxy after upload times out

Description

Description of problem:
After OpenSCAP scan finishes successfully and the upload to Foreman server times out, OpenSCAP report is displayed in the complaince report list, but when attempting to view the HTML report, it is not found.

Steps to Reproduce:
1. Set the Proxy OpenSCAP timeout setting to 1 (foreman-installer --foreman-proxy-plugin-openscap-timeout 1 or in /etc/foreman-proxy/settings.d/openscap.yml: :timeout: 1)
2. Configure OpenSCAP reporting including the OVAL content published by RH (for example the `DISA STIG for Red Hat Enterprise Linux 9` profile)
3. Run the scan on a host
4. Look at Compliance reports list
5. Try to view the full HTML report of the scan

Actual behavior:
The report still shows in the Compliance reports list, and the ARF data seems to be uploaded, but there is a 'silent failure', and the HTML report is not available when requested.

Expected behavior:
Clicking on Full Report in the Satellite Compliance Reports list should show the formatted html OpenSCAP report for a client
