Is this issue a regression from an earlier version:

Steps to Reproduce:

1. Create a new activation key when no content-view is created or exists

2. select Environment

3. Submit

Actual behavior:

In the older versions, if no content-view is selected, by default the "Default organization view" is added to the content-view section, and the create activation key task gets submitted.

Expected behavior:
The expectation is to use "Default organization view" as content-view while creating an activation-key, if no content-view exists.

If the feature is intended, then there should be some pop message to select content-view since this is not a mandatory option marked as *.
