Add container gateway support for redirecting clients to Pulp content at a different FQDN

Description
In a load balanced setup, the container gateway should redirect clients to the actual Pulp content not at the originating host, but the load balancer host. That way, the request will then get routed to the appropriate capsule behind the load balancer.
