Hostgroup activation key selection should not depend on lifecycle env/content view

Description
On the hostgroup create/edit form, the Activation Keys tab allows you to set AKs but limits the dropdown selection to AKs that assign the hostgroup's cv & lce. There is no good reason for this restriction (is there?) We should investigate and remove this restriction if possible.
