Allow Foreman admins to disable templates, so Foreman users cannot use them.
User story
As a Foreman admin, I want to disable templates that don't work in our environment.
Limiting the choices in templates improves workflows and reduces issues during provisioning and configuration of hosts.

This is also something you can configure with Foreman Ansible Modules and "hide" templates in your organization.
