Add capsule URL as flatpak index endpoint
Cloned from 16644745

Currently in Katello, we point clients registered to capsules to the capsule/pulpcore_registry as their flatpak remote. We need to update the container_gateway plugin to be able to serve flatpak requests the way registry_controller does it on Katello.
