Host details page errata filtering UI disables itself when filtering to zero results
Description
On the host details -> content -> errata page, selecting an errata type and severity with zero results causes the filter selection boxes to become disabled. This prevents the user from tweaking the existing filter and requires them to reset the filters entirely. The page should only disable the filters when there are zero errata overall, not zero errata in the current filter.
The filters on the packages, module streams, and repository sets tabs appear to be okay.
