Sync of "flat" Nagios deb repos fails with message: Paths are duplicated
Description
Hi everybody
I am currently trying to sync the Nagios Ubuntu Repos into Foreman, but no success.
I verified same issue on different Foreman setups. This is the most current Foreman setup I have.

Tested, Affected Release:- OS: Rocky 9.6 single node setup
- Foreman 3.14.0
- Katello 4.16.3
- This is equal to Satellite 6.17
- Foreman > Content > Product > Create Product > Name: Nagios
- Foreman > Content > Product > Nagios > New Repository
- Name: Nagios Ubuntu 24.04
- Type: deb
- Upstream URL: https://repo.nagios.com/deb/noble
- Releases/Distributions: /
- Save and Sync
Expected Result:
Sync of all packges in repo with success
Current Result:
Fails with message: Repository version errors : Path errors found. Paths are duplicated: Release
Verified with issues that his problem is not affected of:

Chris, we've determined that this is indeed a Pulp issue. Please track it via https://github.com/pulp/pulp_deb/issues/1333
Once it's fixed in Pulp Deb, request a backport on the PR to the relevant y-version of pulp-deb that Katello is using. Then, request an updated version of pulp-deb from us either on here via the packaging project, or via community.theforeman.org, or in Matrix.
I'll keep this open as well so there is some Foreman tracker.

This issue is fixed in pulp_deb 3.6.0. I will look into backporting and releasing the fix for pulp_deb 3.5 tomorrow.

We'll aim to have this packaged in pulpcore 3.73 packaging repo. This will make it into Katello 4.19 with pulpcore 3.85.
