Can't create CV from create CV form since empty environment id is passed for all CV types.

Description

This line : https://github.com/Katello/katello/blob/a52699811c8b06d970aedf8f03c99f3144d8884d/webpack/scenes/ContentViews/Create/CreateContentViewForm.js#L90 causes empty env id to be passed for all CV types, not just rolling causing an error during save.

Also test hammer to confirm we don't have the same issue there.

This was not an issue before I added the validation to prevent users from providing environment IDs to non rolling CVs. Wups.
