Currently, when editing host or hostgroup parameters for Puppet classes, Smart Class Parameters are displayed in alphabetical order. While predictable, this makes it hard to logically group related parameters.

Problem:
Alphabetical ordering doesn’t reflect functional usage.
Users with large Puppet classes need a way to visually organize parameters for faster editing.
There is no existing field in Foreman to control parameter display order.

Proposal:
Add support for ordering/grouping Smart Class Parameters in the UI (and optionally in ENC output).
