Description

Without plugin_version, the Katello CI job in foreman.yml defaults to Katello develop which now pulls foreman-tasks 13.0.0 requiring Foreman >= 5.0, causing all Katello CI jobs to fail with PluginRequirementError on 3.19-stable.
