Description

Update the UI so the text makes sense with dependency solving not being default and ensure the checkbox turns on dependency solving instead of turning it off now.

Acceptance criteria

API flag flipped so dependency solving is not on by default

UI string is updated to tell users they need to check the checkbox to enable dependency solving

QE testing is updated if necessary
