did this ever work with the passenger install and virtual hosts?

the discover_host tries to get the IP and does an upload to the IP. this can only work if the first virtual host on apache is in fact the foreman virtual host.

That's how our installer installs Foreman, what is the issue you have with this setup?

Indeed, there is a bug in the 1.4 installer as Dominic says. However, you have a point about always using an IP - @Lukas Zapletal, perhaps we should update discover_by_dns to actually use the name if we can resolve it?

The code has been refactored, we only support discovery by URL or DNS/SRV record now.
