Help text section does not expand/collapse when clicked

Description
Looks like there is a javascript error preventing help text sections from collapsing/expanding when clicked. Try for instance to collapse the help text shown in the Changeset Management page.
Uncaught TypeError: Cannot set property 'w' of undefined
- Difficulty set to easy
- Triaged set to Yes
I think that error is a misnomer, and the true issue is coming from a combination of the JS and the server post enginification. These collapeable helptips are now used in only a few sparse places and are likely to be removed entirely in their current form.
