Description

Currently ChefHandlerForeman::ForemanHooks contains logic for parsing settings and instantiating the Chef handler. It doesn't seem possible to call the helpers for handler settings from within a cookbook (maybe because it extends Chef::Config and this is the wrong class), so this module should be refactored so it's usable from both client.cfg and a cookbook.
