Description

Now, the Katello needs the location to be set and it's not possible to use
it without it. As well seed the default organization, we should seed
also the default location, ideally not restricting any resource
on this location (in other words it would have "all smart proxies, all
compute resources, all users etc).

Either global one or each for ever org would probably work
