[3] Remove default content views for dev and staging in the tests
Description
I tried removing the default content views for dev and staging but i got 784 test errors due to systems, etc being created without content views. Here's a link to what needs to be removed:

This is for testing only. I recommend pushing this off until later as it's not a high priority.
