System bulk package install fails with "can't convert Symbol into Integer"

Description of problem:
Internal server error when performing a package install through the bulk action interface on the content hosts page.

How reproducible:
Steps to Reproduce:
1. Select at least one system
2. Click on bulk actions
3. Enter 'httpd' package
4. Click 'install'
