Updates the 'additional settings' menu to group items more by type/scale (environments, domains, variables, globals, then provisioning stuff, then groups, classes and proxies/ldap/etc at the end.

Looking at it, should probably have moved subnets as well.

It also renames "provisioning templates" to "config templates" since that is what the page header (and the code) calls it.
