Description

Every fact Foreman knows about is returned if host has no facts

Steps to reproduce:

1). Create new host entry in foreman, for example foo
2). Open /api/hosts/foo/facts
(optionally use ?per_page=99999999)

Result:

All facts in Foreman database returned

Expected result:

Empty hash

Tested on 1.5.1

1.6.1 as this is a minor bug. Also it's just an extension for scoped search so its unlikely to break functionality.
