Content host page should show content hosts across all organizations that a user has access to.

Description
Steps to replicate:
Choose organization "Any organization"
Go to content hosts. It will throw a 403 even for admin users.
Expected result: show all content hosts in all organizations
- Tracker changed from Bug to Feature
- Subject changed from Content host page doesn't show anything with Any Location to Content host page should show content hosts across all organizations that a user has access to.
- Category set to Web UI
- Difficulty set to medium
- Triaged changed from No to Yes
- Translation missing: en.field_release set to 114
- Status changed from New to Rejected
