Description of problem:
`default_template_url` in the ConfigTemplatesController is returning an HTTPS url, which Anaconda will not like.

How reproducible:
Always

Steps to Reproduce:
1. Setup host group provisioning
2. Deploy default PXE files
3. Look at /var/lib/tftpboot/pxelinux.cfg/default

Actual results:
The KS url is HTTPS

Expected results:
the KS url is HTTP
