Katello does not seem to respect permissions inherited from groups

Description

I have a user that has administrator permissions because the group they are in has administrator permissions, but get the 403 permission denied when viewing any of the katello screens. I verified that I did have an organization selected.

If I check the administrator role for the user, I am able to view everything in katello.
