Create and manage Docker containers
Description
As an user, I need to be able to create containers by choosing an image from a registry, and a set of basic commands options similar to what can be done through Docker's CLI.
This will likely require a different view and form from the one used for hosts.

Closing as this is essentially in foreman-docker now, no PR in particular fixes it.
