This should be working now. I did the following test
1) Sync a docker repo and publish it
2) Create a Dockerfile with the following content
FROM <katello-fqdn>:5000/<org-name>-<env>-<cv>-<product>-<repo
3) Then ran the following command
docker build -t <any-repo-name>:latest <dir of dockerfile>
It ran ok.
