When I upload a docker image with a tag that already exists in a repo, I erroneously get duplicate tags in Katello

Description

We need to clear out the tags before we index the docker repo images.

Steps to test:

1. Create two docker images with the same tag (ie latest)
2. Upload both images
3. Check the tag count and confirm there's only one latest tag
