Break out foreman-debug into separate package

Description
I'm not sure if there's anything else suitable for some kind of foreman-common package, but it would be nice to have the foreman-debug tool on standalone proxy servers as well.
For Katello capsules, we're going to want to provide a capsule-debug plugin for it like we do for Katello core.
