This commit:
https://github.com/Katello/katello-installer/commit/d6de6ffa181137d84cde374ac1fdd0066fdc4fbe#diff-9a5386371a9523cbf736629a88c5622eL32

introduced a change to how the config file is modified.

This results in the modules directory being:

:modules_dir: /usr/share/katello-installer

which is incorrect.
