DHCP not detecting pingable addresses on Windows

Description

When using the IP auto-suggest feature smart-proxy is returning IP addresses that are in use and should be detected. The ping feature needs a Windows specific ping command. Windows ping uses -n for count instead of -c, and uses a lowercase w for timeout. Windows also does not have /dev/null, it just has NUL.
